Often times, teachers give their students passing grades because if too many students fail, it gets taken into consideration during teacher reviews. Other times, teachers are pressured to give passing grades when the schools have reputations to uphold and the parents at those schools are the type to blame the school rather than their own kids or their parenting skills.
