Great info. One other point you could have brought up. You mentioned that it takes 400 plus years for a bottle to dissolve. If water is trapped inside that bottle it is lost for that entire time, thus reducing the amount of water that we could have recycled.
I've been at a water plant, in the business for almost 20yrs, in all capacities. I'm sure your heart is in the right place and NOBODY wants lead in the water. Running the water in a home for 2 minutes first thing every morning and 30 sec every time your going to drink is a very good idea in any water system. I got the impression you and your guests just want to point fingers at government and utilities. Every homeowner does bare some responsibility for their own home and wellbeing. Until Flint 99% of the population had no clue, nor did they care. The "truth" has NEVER been hidden from any water customer. Personal Responsibility.
