ned Brockman is likely more relatable. he's a tradie that turned his life around with running. Lachlan Morton is a professional athlete, who at times comes across as entitled. there's probably more factors at play but those are some stark differences as to why Ned might have gained a larger following. off-road only licence is cheaper because MTB licence ways always cheaper than road and has also gone up with auscycling.
