Dr. Regina Matheson, is a Professor at St. Ambrose University where she teaches Sociology, Marriage and Family, Research Methods and Statistics and she is the Associate Vice President at SAU.
It was a tragic epidemic, newborn babies being discarded in the waterways surrounding Moline. The first one was February 28th, 1992, known as Baby Leap Year. Baby April was found April 11th, 1992 followed the next year by Baby September on September 12th, 1993. Over the course of 8 years, 14 deceased newborns were found around the Quad Cities.
