He was automatically sent to eight separate Board of Rights hearings—a process he described as "brutal" and a "punishment" without being interviewed by Internal Affairs. He was fired after the first hearing but successfully appealed to the courts through a writ mandate and was reinstated on paper about a year later. Tovar ultimately retired after 31 years of service.
