ym, because somehow they already knew that this was a wider operation involving more people, and Gacy had unrealistic hope of becoming state's evidence, so he could protect himself and his two junior accomplices. but it would have been impossible, with or without Gacy, to prosecute everyone involved. due to the constitution and law enforcement being perfectly designed to enable and protect this kind of criminal. dude
