But most importantly, I give you my personal theory: Something paranormal happened at 3:45 PM that triggered Charles Taylor's instant and complete disorientation—something we don't understand and can't explain. SECURITY CLEARANCES: Unclassified  Classified  Confidential Secret Top Secret Sensitive Compartmented Information (TS/SCI)   So it appears the highest level of clearance Oswald possessed was actually a Secret clearance. For reference, the President of the United States has a TS/SCI clearance. So do National Security bureaucrats, some Congressmen, high-ranking military leaders, and some special forces.
