Barking up the wrong tree comes from hunting and can work in either context. When a dog signals with barking that they have a prey animal like a racoon trapped up in a specific tree, they can be wrong in two ways: either there isn't anything up there (wrong audience) or there's actually a big ass bear about to come down (threat).
