Legalities aside... The difference between ad space and tech companies (Facebook, YouTube, etc.) is that tech companies direct (and sell) the attention of their users by infinitely divisible groups. Everyone sees and can discuss/respond to a billboard, yard sign, etc. but tech obfuscates all of that.
