In 1996, an armored car making a pick-up at a Wegmans in suburban Buffalo, NY was robbed. A guard sustained gunshot wound and one of the suspects shot his co-conspirator in the head. The case was solved, but it's long been rumored that the FBI had maintained surveillance on the robbers, having followed them from Ohio to Buffalo. If this is true, they never notified the local PD, or in any way tried to prevent the crime from occurring.
