His comment about abandoning the Just War Theory actually is a move toward peace. To assume that there is ever "just war" can lead to ineffective diplomacy and overuse of the military. "Humanitarian missions, peace-keeping, police actions" are euphemisms for violence on a scale most of us could not handle in our daily lives. If you are to have war it needs to be efficient to end the threat as soon as possible. You prevent more suffering down the line.
