This session of the radio show shares my conversation with Ted McIntyre, Franklin resident and climate activist. We met to record at the Franklin TV & Radio studio on Tuesday, June 11, 2024.  We continued making sense of climate by working our way from good weather to Mexico’s election of the first woman president (also a climate scientist) to the pros/cons advocating for a “Sustainability Director”, to local activity in lieu in action by government bodies, to the potential of the MA climate omnibus containing an authorization of nuclear power as ‘clean’ and touched on a few other topics along the way. This discussion continues our journey understanding the MA roadmap toward net zero and while it helps me “make sense of climate”, we hope it helps with your understanding as well. If you have climate questions or Franklin specific climate questions, send them in and we’ll try to answer them in a future session.  The conversation runs about 49 minutes. Let’s listen to my conversation with Ted.--------------Articles referenced along the path of our discussion:Sabrina Shankman article on sustainability directorhttps://www.franklinmatters.org/2024/06/theres-secret-for-mass-cities-and-towns.htmlClaudia Sheinbaumhttps://en.wikipedia.org/wiki/Claudia_SheinbaumC40 - Michael Bloomberghttps://www.bloomberg.org/environment/supporting-sustainable-cities/c40-cities-climate-leadership-group/ Pemex - The Mexican oil Company (not PetroMex as mentioned in our conversation)https://en.wikipedia.org/wiki/PemexSeabrook Station is still operating with a license authorized through 2050 (2nd largest to Millbrook in CT)https://en.wikipedia.org/wiki/Seabrook_Station_Nuclear_Power_PlantGeothermal microdistrict in Framinghamhttps://www.thinkgeoenergy.com/networked-geothermal-heating-pilot-to-go-online-in-framingham-massachusetts/MIT spinoff to develop drilling for geothermal powerhttps://energy.mit.edu/news/mit-spinout-quaise-energy-working-to-create-geothermal-wells-made-from-the-deepest-holes-in-the-world/** See the page that collects all the “Making Sense of Climate” episodes -> https://www.franklinmatters.org/2022/02/making-sense-of-climate-collection.html --------------We are now producing this in collaboration with Franklin.TV and Franklin Public Radio (wfpr.fm) or 102.9 on the Franklin area radio dial.  This podcast is my public service effort for Franklin but we can't do it alone. This session shares the audio for the Davis Thayer Building Reuse Advisory Subcmte meeting held on Monday, June 10, 2024. The meeting was conducted in the Council Chambers. They had not met this year awaiting the receipt of Expression of Interests in the building/property. Five were confirmed received by the due date, May 31. After much discussion including hearing briefly from 3 of the 5 who happened to be present, the committee reached consensus on keeping the building intact, exploring a lease arrangement for the land, liking the mixed use proposals that may include housing. The recording runs about 1 hour and 35 minutes, so let’s listen in.--------------The Franklin TV video is available for replay -> https://www.youtube.com/watch?v=WV5S5rdihD0The agenda and links to the proposals and appraisal:1. This session of the radio show shares the Override Q&A session conducted at the Franklin Senior Center on Wednesday, June 5, 2024. Town Administrator Jamie Hellen was joined by School Superintendent Lucas Giguere and School Business Administrator Dr Bob Dutch to provide an override and answer many questions. Town Clerk Nancy Danello provided an update that as of that afternoon, 3700 ballots had been cast for the early voting on the June 11 Special Election. She was also there to answer questions on the election process but none were raised. Many of the questions were asked by skeptics in the group. It seemed apparent that some myths were dispelled, yet despite the info, some seemingly were not changing their minds.  The conversation runs just less than 2 hours. This session shares the Franklin Master Plan UPdate Committee meeting held on Wednesday, May 29, 2024. The meeting was conducted in a hybrid format with most in the 3rd floor training room and a few participating remotely. Quick recap:Subcommittee Reports - They did get through the round of updates from the subcommittee chairs (with 1 exception). Most had not met since the prior meeting anticipating a new meeting to review the discussion from tonight (later in the agenda) Review Goals for each element - They started and deviated multiple times in the intersection around housing, economic development, transportation. (This is not unlike any other discussion in the general community around what it takes to make Franklin a better place.)Public Hearing prep - spent some time to reach consensus on the presentation for the public hearing scheduled for June 12. Sentiment to get the objectives that drive the goals out well in advance of the meeting didn't seem to reach consensus due to timing and to approach. Some wanted to get goals agreed to before getting into objectives, yet the objectives help explain the goals. We'll wait and see what comes out before the public hearing. The recording runs about 1 hours & 59 minutes, so let’s listen in.--------------The Franklin TV video for this session -> https://www.youtube.com/live/0liwAaLsFzQ?si=Yfz4FnaSRASN95jn&t=101 The meeting agenda -> https://www.franklinma.gov/sites/g/files/vyhlif10036/f/agendas/master_plan_agenda_-may_29_2024.pdf The Master Plan page -> https://www.franklinma.gov/master-plan-update-committee My full set of notes captured during the meeting -> https://drive.google.com/file/d/1Suocmznpurt4aKQlVnEndcZWVaejaTFs/view?usp=drive_link -------------We are now producing this in collaboration with Franklin.TV and Franklin Public Radio (wfpr.fm) or 102.9 on the Franklin area radio dial. This podcast is my public service effort for Franklin but we can't do it alone. This session shares the Franklin (MA) School Committee meeting held on Tuesday, May 28, 2024. All seven members of the Committee were present in the Council Chambers. Quick recap:Multiple Parmenter students led the pledge of allegianceFHS "Seal of Biliteracy" students were recognizedSchool retirees were recognized for their years of serviceThe Franklin Education Foundation is going to close out as an organization and turn over their remaining funds to a new "revolving account" for the School District to continue the grant program. Details remain to be worked out on the final amount of the contribution and within the District on how the grant process will workDistrict Improvement Plan updated Superintendent evaluation data provided to the Committee in preparation for their formal review scheduled for June 18Discussion and vote on the override pledge document. Questions remain on exactly how much the schools will get in years 2 and beyond as the pledge doc is inconsistent in providing the info. As the successful override is the primary matter of focus, the Committee did vote to approve the pledge (5 for, 1 no, 1 abstain). The funding for FY 2026 and future can be addressed after the override is determinedPreview of the proposed fee schedule to be implemented if the override fails. Staffing cuts were also provided in a summary format, as there are multiple scenarios where a position cut could trigger a chain reaction where the person fulfilling that position ends up bumping someone else to remain employed per seniority and certification as set within the contractsCommittee entered executive session not to return to open meeting just before 11 PMThe recording runs about 3 hours & 46 minutes, so let’s listen in.--------------The Franklin TV video is available for replay ->   https://www.youtube.com/live/eDKY6IjM1GU?si=j7JVUIWwZf1f6sXn&t=218 Agenda doc  ->    https://www.franklinps.net/sites/g/files/vyhlif4431/f/agendas/scagenda_5-28-24.pdf Meeting packet folder -> (other docs released for this meeting, some of them available after the meeting) https://www.franklinps.net/district/meeting-packets/pages/may-28-2024-school-committee-meeting-packet My notes in one PDF ->  https://drive.google.com/file/d/1cLsuju5KNR_O8vnKbIvZ_Sbm-l9gAbZ3/view?usp=drive_link -------------We are now producing this in collaboration with Franklin.TV and Franklin Public Radio (wfpr.fm) or 102.9 on the Franklin area radio dial. This podcast is my public service effort for Franklin but we can't do it alone. This session shares the Franklin School Committee Budget Subcommittee meeting of Tuesday, May 28, 2024. Subcommittee Chair Dave McNeill, Dr Paul Griffith, KP Sompally, Supt Lucas Giguere, Business Administrator Dr Bob Dutch and current Asst Business Administrator Janaina Vasconcelos-Melotti participated. My notes from this session:Overview of agenda from Supt Giguere, Dr Dutch provides update on scenarios being prepared, 35+ staff possible if the override fails, some of the estimates depending upon how the teacher contract handles the individuals and their status, licensure, tenure, etc.If fees go up, then some of the cuts could decrease. There is more coming in the SchCom meeting about use of the revolving funds, there is nothing more there to use, albeit some folks not quite accepting/understanding itThe cuts, if the override does not pass, will increase class sizes, and course loads for teachers and other staff will also increase. They did look to provide class size equity across in consideration.By way of example, high school students in selecting their electives are helping to determine what is offered or notAn overview of the revolving accounts. "The idea that revolving funds can contribute more than they have is not reality" Revolving funds accounts are also restricted to expenses of that nature, they can't be used indiscriminately elsewhereSpecial Ed would be an investment that can provide a returnReview of the future budget forecast, after the $6.3, assuming the override passes, then the 60% would come, does it include the 'normal' 2.5% or not. Bottom line, the $4m would still be more than 'normal'Meeting adjourned, downstairs to full school committee meetingThe meeting recording runs about 46 minutes.--------------Agenda for this session ->  https://www.franklinps.net/sites/g/files/vyhlif4431/f/agendas/5-28-24_agenda-budgetsubcom_0.pdf My notes captured via Twitter can be found in one PDF file -> https://drive.google.com/file/d/1bQxguiqvMylIi8_n0OOfzP6NJwDUsngX/view?usp=drive_link -------------We are now producing this in collaboration with Franklin.TV and Franklin Public Radio (wfpr.fm) or 102.9 on the Franklin area radio dial. This podcast is my public service effort for Franklin but we can't do it alone.
