Forcing an adult to be put involuntary to a psychological institution is BIG thing to prove as necessary action. He had not done ANYTHING to others or himself. Telling that he has urge and fascination of killing people is same than telling of any unorthodox desires (pedo, necro, somno and many other -philias). You can have desires as long you know not to act on them, like he has done before. He said that he has not or don't plan to act on this. There is no real cause to act on this. Sad but true
