One home system that has actually worked is putting laundry baskets (like the Perry's) in each child's bedroom. There was a natural consequence if they washed their clothes and if they didn't. I recall one son reluctantly asking me (on a few occasions) to sneak a pair of his younger brother's underwear to him because he hadn't washed his. Since he hated doing that, they were also too small, he got more consistent with washing his own clothing!
