Elizabeth Tandy Shermer, an associate professor of history at Loyola University Chicago, talks about her book, Indentured Students: How Government-Guaranteed Loans Left Generations Drowning in Debt, with Peoples & Things host, Lee Vinsel. Indentured Students examines the long history of student loans in the United States, including important turning points in the 1960s. Shermer argues that elected officials have preferred student loans as an answer to an important social problem, the perceived-need for college education, over more structural solutions. Shermer and Vinsel also talk about what this legacy of debt means today as well as what recent public discussions about student debt might portend for the future.

Jesuit Father Greg Boyle is the founder of Homeboy Industries in East LA, the world’s largest and most successful gang intervention and rehabilitation program. He talks about this ministry and his “therapeutic mysticism” which has trained him to see God and God’s people. In The State (Princeton University Press, 2023), the prominent political philosopher Philip Pettit embarks on a massive undertaking, offering a major new account of the foundations of the state and the nature of justice. In doing so, Pettit builds a new theory of what the state is and what it ought to be, addresses the normative question of how justice serves as a measure of the success of a state, and the way it should operate in relation to its citizens and other people.

Thomas Princen explores issues of social and ecological sustainability at the School of Natural Resources and Environment at the University of Michigan. He works on principles for sustainability, overconsumption, the language and ethics of resource use, and the transition out of fossil fuels. His latest book is Fire and Flood: Extreme Events and Social Change Past, Present, Future (MIT Press, 2025).
Princen is the author of Treading Softly: Paths to Ecological Order (2010), author of The Logic of Sufficiency (2005), and lead editor of Confronting Consumption (2002), all three published by MIT Press. The last two were awarded the International Studies Association's Harold and Margaret Sprout Award for the best book in the study of international environmental problems. He is co-editor of The Localization Reader: Adapting to the Coming Downshift (MIT Press, 2012), co-author of Environmental NGOs in World Politics: Linking the Local and the Global (Routledge, 1994) and author of Intermediaries in International Conflict (Princeton University Press, 1992/1995).
Princen was named an Aldo Leopold Leadership Fellow, sponsored by the Packard Foundation, and before that was a Pew Faculty Fellow for International Affairs.
Princen received his Ph.D. in Political Economy and Government from Harvard University in 1988 and a Bachelor of Arts in biology from Pomona College in 1975. He was a MacArthur Foundation Post-Doctoral Visiting Research Fellow in International Peace & Security at Princeton University from 1988 to 1989. He now serves as an Associate Professor of Natural Resources and Environmental Policy at the University of Michigan.

Policing is a source of perennial conflict and philosophical disagreement. Current political developments in the United States have only increased the urgency of this topic. Today we welcome philosopher Jake Monaghan to discuss his book, Just Policing (Oxford UP, 2023), which applies interdisciplinary insights to examine the morality of policing.
Though the injustices of our world seemingly require some kind of policing, the police are often sources of injustice themselves. But this is not always the result of intentionally or negligently bad policing. Sometimes it is an unavoidable result of the injustices that emerge from interactions with other social systems. This raises an important question of just policing: how should police respond to the injustices built into the system? Just Policing attempts an answer, offering a theory of just policing in non-ideal contexts.
Monaghan argues that police discretion is not only unavoidable, but in light of non-ideal circumstances, valuable. This claim conflicts with a widespread but inchoate view of just policing, the legalist view that finds justice in faithful enforcement of the criminal code.
But the criminal code leaves policing seriously underdetermined; full enforcement is neither possible nor desirable. Police need an alternative normative framework for evaluating and guiding their exercise of power.
Just Policing critiques popular approaches to police abolitionism while defending normative limits on police power. The book offers a defense of police discretion against common objections and evaluates controversial issues in order maintenance, such as the policing of "vice" and homelessness, democratic control over policing, community policing initiatives, police collaborations and alternatives like mental health response teams, and possibilities for structural reform.
Jake Monaghan is Assistant Professor of Philosophy at the University of Southern California. He earned his Ph.D. in philosophy at the University of Buffalo. His research is primarily in moral and political philosophy.
He is interviewed by Tom McInerney, an international lawyer, scholar, and strategist, who has worked to advance rule of law and development internationally for 25 years. He has taught in the Rule of Law for Development Program at Loyola University Chicago School of Law since 2011. He writes the Rights, Regulation and Rule of Law newsletter on Substack.

Today I’m speaking with Hélène Landemore, Professor of Political Science at Yale University, about Democracy and Bullshit, with a special focus on her 2020 book, Open Democracy: Reinventing Popular Rule for the Twenty-First Century (Princeton University Press, 2020).
Bullshit is a feature of both democracies and dictatorships alike, but it takes different forms. In democracies, while citizens enjoy the freedom of speech and the right to vote, a range of forces often conspire to limit their real power in favor of competing elites. The political and economic elite’s toolkit includes the art of bullshit—the persuasive use of language without regard for truth. Whether meritocratic or populist, elites alike have mastered this form of manipulation, amplified by modern tools of dissemination and authority.

For well over one hundred years, people have been attempting to make American colleges and universities more efficient and more accountable. Indeed, Ethan Ris argues in Other People's Colleges: The Origins of American Higher Education Reform (U Chicago Press, 2022), the reform impulse is baked into American higher education, the result of generations of elite reformers who have called for sweeping changes in the sector and raised existential questions about its sustainability. When that reform is beneficial, offering major rewards for minor changes, colleges and universities know how to assimilate it. When it is hostile, attacking autonomy or values, they know how to resist it. The result is a sector that has learned to accept top-down reform as part of its existence.
In the early twentieth century, the “academic engineers,” a cadre of elite, external reformers from foundations, businesses, and government, worked to reshape and reorganize the vast base of the higher education pyramid. Their reform efforts were largely directed at the lower tiers of higher education, but those efforts fell short, despite the wealth and power of their backers, leaving a legacy of successful resistance that affects every college and university in the United States. Today, another coalition of business leaders, philanthropists, and politicians is again demanding efficiency, accountability, and utility from American higher education. But, as Ris argues, top-down design is not destiny. Drawing on extensive and original archival research, Other People’s Colleges offers an account of higher education that sheds light on today’s reform agenda.

The United States has long been an international outlier, with a powerful business class, a weak social state, and an exceptional gun culture. In Law and Order Leviathan: America’s Extraordinary Regime of Policing and Punishment (Princeton UP, 2025), David Garland shows how, after the 1960s, American-style capitalism disrupted poor communities and depleted social controls, giving rise to violence and social problems at levels altogether unknown in other affluent nations. Aggressive policing and punishment became the default response.Garland shows that America lags behind comparable nations in protections for working people. He identifies the structural sources of America’s penal state and the community-level processes through which political economy impacts crime and policing. Seventy years after Brown v. Board of Education and demands to desegregate public schools, race and class remain the most reliable predictors of educational achievement in America. In attempting to address this divide, many school reformers have championed school choice: solutions like charter schools, vouchers, and other innovations designed to build more options into the system. Today, at least thirty-five states have laws that enable parents to send their children to private and religious schools at public expense while forty-six states have legalized charter schools.
In Radical Dreamers: Race, Choice, and the Failure of American Education (Oxford UP, 2025), Joseph P. Viteritti tells the definitive history of the school choice movement. In the 1990s, school choice emerged as an effort by a coalition of Black activists and conservative lawmakers seeking to offer economically disadvantaged students of color a way out of failing schools. As Viteritti shows, however, today's movement--championed by Republicans, conservatives, and faith-based organizations--has become less about placing disadvantaged children in better schools and more about providing public funding to students, irrespective of income, attending private--and frequently religious--schools.
Viteritti, an education insider and supporter of school choice for underserved students, profiles six influential figures, the "radical dreamers," who were integral to understanding the movement for greater education equality and the role that choice can play in fully realizing the movement's potential. As much of daily life migrates online, broadband—high-speed internet connectivity—has become a necessity. The widespread lack of broadband in rural America has created a stark urban–rural digital divide. In Farm Fresh Broadband: The Politics of Rural Connectivity (MIT Press, 2021), Dr. Christopher Ali analyzes the promise and the failure of national rural broadband policy in the United States and proposes a new national broadband plan. He examines how broadband policies are enacted and implemented, explores business models for broadband providers, surveys the technologies of rural broadband, and offers case studies of broadband use in the rural Midwest.
Ali argues that rural broadband policy is both broken and incomplete: broken because it lacks coordinated federal leadership and incomplete because it fails to recognize the important roles of communities, cooperatives, and local providers in broadband access. For example, existing policies favor large telecommunication companies, crowding out smaller, nimbler providers. Lack of competition drives prices up—rural broadband can cost 37 percent more than urban broadband. The federal government subsidizes rural broadband by approximately $6 billion. Where does the money go? Ali proposes democratizing policy architecture for rural broadband, modeling it after the wiring of rural America for electricity and telephony. Subsidies should be equalized, not just going to big companies. The result would be a multi-stakeholder system, guided by thoughtful public policy and funded by public and private support.
