CRIMINAL MISCHIEF 73: Charles Lutz Retired DEA Senior Executive

Charles received a BA in Political Science at Penn State University-1967. Army Intelligence Officer through its ROTC program and served one year in Vietnam—for six months in the field was awarded the Bronze Star Medal.   In 1970-Special Agent with the Bureau of Narcotics and Dangerous Drugs in Philadelphia.   In 1974-assigned by the Drug Enforcement Administration to Bangkok, Thailand. Won Attorney General’s Award for Distinguished Service, and received Letter of Commendation from President Gerald Ford. In 1978-reassigned to DEA HQS Training Division. In 1979-promoted to the Narcotics Attaché position in Cairo, Egypt.   In 1981-returned to DEA headquarters. Volunteered to go to Ft. Lauderdale for Florida Joint Task Force. Involved in second largest seizure of cocaine in Broward County history.   In 1984-reassigned as Resident Agent-in-Charge at Reno, Nevada. 1986-promoted to Assistant Special Agent-in-Charge at Miami and placed in charge of DEA’s Caribbean operations to disrupt the Colombian cartel’s smuggling operations. In 1990, reassigned to HQS to take charge of Operation Snowcap in South America targetin clandestine laboratories producing the coca base needed by the Colombian cartels for their cocaine labs.   In 1994-appointed Deputy Chief of International Operations.   In 1995-promoted into the Senior Executive Service as DEA’s Special Agent-in-Charge in Bangkok, Thailand where he assisted the State Department in establishing diplomatic relations with Vietnam. 1998-returned to Washington to manage DEA’s Operations Division budget and the HQS Command Center. 2000-set up a new organization within the DOJ— Counterdrug Executive Secretariat--to improve coordination, cooperation and information sharing among federal, state & local drug law enforcement agencies, and the Intelligence Community.  After 9-11 struck—retired from the DEA and appointed by the TSA as its Federal Security Director at Orlando International Airport.   Then hired in 2005 by the Department of State as Anti-terrorism Program Manager /Counterterrorism Advisor to the Government of the Philippines.   After retirement from full-time employment, Lutz became a private investigator, international consultant, and background investigator for the Department of State.

Michael Connelly was born in Philadelphia, PA on July 21, 1956. He moved to Florida with his family when he was 12 years old. Michael decided to become a writer after discovering the books of Raymond Chandler while attending the University of Florida.
