Norris is ahead going into the breaking area, Max breaks late to get the apex and fierce Landon wide. twice earlier in the race penalties were given to the inside driver for the same thing. Max was the inside driver. so the entire situation is confusing because the first 2 set the rule and the third was the opposite.
