Really? Do you think that this might be politically motivated? I think the context you all illustrate is "deliberately obtuse"? You brainiacs can't think of an alternative explaination? How about this. ...not every mile is the same..the type of driving...how it is driven....even weather might seem important. It really is a qualitative rather than a quanitative deliberation. From a corporate point of view considering the billions of dollars at stake a non mechanical solution might make sense. It doesn't require a nefarious explanation. It also doesn't take a crystal ball to guess where your political affilations lie..but then again you all are in California.
