Mindfulness is more important that concentration. The more you develop your noticing factor of mindfulness, you will notice the distraction and you will pull out of it and return yourself back to the object of your attention.

Concentrating requires mindfulness for you to have a perspective on yourself.  Development of concentration will be blocked by some mental states which are called the 5 hindrances in Buddhism.
