It is a complicated process, and it has been complicated for decades.  Attempting to balance capitalism and open government, while honoring legal business confidences. Toss in community and environmental concerns...and it gets even more difficult to easily understand, much less explain to the uninitiated. And that is where we are in the ongoing "DATA CENTER" proposal/project in Columbia County. We are at a point now where retroactive full disclosure won't hurt the plans of the project investor.
