The cost of living crisis has hit the headlines & affects us all. But some are working from a very different baseline. What we learn when we listen to their voice illuminates how much we all take for granted. What is needed in reviews in 2023? Today I'm sharing my thoughts on what we have been seeing & how I think we can improve. I will speak to the SILP Formula and clarify what I think a review with an Appreciative Focus can look like. I'm outlining the reviewer competency framework we have developed & how it applies to all review professionals. How do you avoid creating frustration for a family member or significant other who contributes to your review? The starting point is being conscious at every stage of the process. But the details are important. How late is too late to speak with the perpetrator? Who would you speak to first? Domestic About Dr Elizabeth Cook: Dr. Elizabeth Cook is a Senior Lecturer in the Violence and Society Centre, City, University of London, which she joined in January 2020. As a sociologist and criminologist, her principal areas of research expertise include homicide, family, and gender and their intersections with harms to society, specifically: analysing pathways between gender, inequality, and homicide; improving statutory fatality review systems; and accounting for the impact of family advocacy and activism on crime, justice and punishment. Her expertise forms part of a large UKRI-funded Prevention Research Partnership (PRP) Consortium Award on Violence, Health and Society, of which, she is a Co-Investigator. This Consortium engages with multiple public, governmental and third sector bodies who generate data on violence with the aim of developing a theory of change of violence, health and society. About James Rowlands: James comes from a practice-based background in the domestic and sexual abuse sector, having originally trained as a Social Worker and then becoming an Independent Domestic Violence Advisor (IDVA). Before commencing his PhD in 2018, he spent 14 years working in the voluntary and statutory sector in a variety of roles. Most recently he was the Strategic Commissioner for Domestic Violence and Abuse, Sexual Violence and VAWG at Brighton & Hove City Council and East Sussex County Council. Child Safeguarding Practice Reviews which analyse practice whose aim is to protect children from exploitation are called upon to make no assumptions. This dynamic & fast changing landscape is different to what it was only a year or so ago. Those who are vulnerable to exploitation, service design & the impact of pandemic restrictions have all played a part. There's no room for stereotypes. Reviews with an appreciative focus incorporate 3 intertwining strands from a variety of established theoretical & practical backgrounds. These are embedded within 4 pillars of an appreciative review. The model we have adopted in SILP reviews can be found in the link below. The Key Findings from Analysis of Domestic Homicide Reviews analysed 124 DHRs reviewed by the Home Office in the 12 months from October 2019. Domestic abuse clearly features within all of these reviews, & there is data within this analysis which we all need to know about. For instance: 46% of the victims had been the target of a perpetrator previously, almost always their previous partner. In 64% of the DHRs aggravating factors were identified, with coercive control being the most common. Relatively few review recommendations are aimed at organisational leaders. But they have the power to create change just as the frontline do. If we ignore this, we are missing part of the puzzle. Creating a culture of confidence & support for professionals to tackle the challenges of safeguarding is worth investing in. So I suggest this conversation will be useful for anyone who works in the world of safeguarding or domestic abuse or who has an interest in it. About Ray Jones: Dr Ray Jones is Emeritus Professor of Social Work at Kingston University and St. George's, University of London, and a registered social worker. From 1992 to 2006 he was director of social services in Wiltshire. He was the first chief executive of the Social Care Institute for Excellence, and has been deputy chair and chair of the British Association of Social Workers. From 2008 to 2016 he was professor of social work at Kingston University and St George's, University of London. He has been a visiting professor at the University of Exeter and at the University of Bath and is an honorary fellow of the University of Gloucestershire. He has led inquiries following the deaths of children and adults, from 2009 to 2013 was chair of Bristol's Safeguarding Children Board, and from 2010 until 2016 oversaw child protection improvement in Salford, Torbay, the Isle of Wight, Sandwell and Devon. Ray is a regular press columnist and media commentator, has frequently given evidence to Parliamentary Select Committees, and in 2017 he received the Social Worker of the Year Award for 'Outstanding Contribution to Social Work'. In 2021 he received an honorary doctorate in civil law from the University of East Anglia and in 2022 was appointed to undertake the independent review of children's social care in Northern Ireland.
