This is Tommy Waller with the Secure the Grid Minute.  Last month, U.S. Senator John Kennedy and U.S. Representative Clay Higgins - introduced a bill that would amend the Homeland Security Act of 2002 to clarify that utility line technicians qualify as emergency response providers. The legislation illustrates a true reality – that electric utility workers are real heroes, and not just in the wake of the hurricanes that recently plagued the Gulf South. I have personally served in the Marines for nearly two decades and when thanked for my own service, I consistently remind people that nothing I ever did in uniform, or will ever do, can really make a difference in the daily survival of Americans and their families.   This is Tommy Waller with the Secure the Grid Minute.  On May 1st, 2020, President Trump issued an unprecedented executive order, taking significant and long overdue steps to remedy what the order described as “a national emergency with respect to the threat to the United States bulk-power system.” It identifies the grave threat to our electrical grid from supply chain vulnerabilities and cyber threats which emanate from countries like Russia and China. The Edison Electric Institute (EEI), which represents nearly all investor-owned U.S. electric utilities and is among the most effective lobbying organizations for the entire utility industry, publicly commended President Trump on his executive order.   This is Tommy Waller with the Secure the Grid Minute. This week, Iran reportedly launched a military satellite using the same advanced technologies that guide intercontinental ballistic missiles, which could deliver nuclear, chemical, or even biological weapons to “wipe Israel off the map,” attack U.S. bases and allies in the region, and even US and NATO installations as far away as Western Europe.  Most worrisome, though, is that the Iranian’s appear to have just rehearsed a decades-old technique developed by the Soviets which would use what appears to be a peaceful satellite launch as a method of conducting an electromagnetic pulse (EMP) attack against the US homeland, taking down our electric grid, its communications, and every other critical life sustaining infrastructure with it. This is Tommy Waller with the Secure the Grid Minute.   In the wake of Iranian General Qasem Soleimani liquidation, there was much media concern about the prospect of Iranian cyberattacks on American targets, particularly critical infrastructure such as our electric grid. As the media concerns about this threat have diminished, our electric grid’s cyber vulnerabilities persist – and to threats from far more capable adversaries than just Iran. Russia and China have made cyber intrusions into our grid for more than a decade, embedding malware that – to this day – the Federal Energy Regulatory Commission (FERC), refuses to compel the electric utilities to remove. FERC is also complicit in covering up the identities of utilities that violate critical infrastructure protection standards for cyber and physical security. Today marks the 18th anniversary of 9/11, an event precipitated by Islamic jihadis who exploited America’s “Failure to Imagine.”  During that attack, US Army Command Sergeant Major Michael Mabee was working in the 6th World Trade Center building and performed heroic actions to save the life of a handicapped co-worker who he evacuated. Since 9/11, threats from the global jihad and other totalitarian adversaries – including Russia, North Korea, Iran, and China – have only grown. This is Tommy Waller with the Secure The Grid Minute.   In 2017, Energy Secretary Rick Perry proposed incentives for electricity companies to keep 90 days of back up fuel, to both bolster national security and help prevent blackouts during severe weather events, including polar vortexes.  The Federal Energy Regulatory Commission (FERC) was quick to dismiss this effort and maintain its “business as usual” approach to allowing the energy industry to set the rules.  Since 2010, immediately after the appointment of Commissioner Cheryl LaFleur, FERC has also helped cover up the names of energy companies who have violated many different types of safety and security protocols. This is Tommy Waller with the Secure The Grid Minute.  Just days before Christmas President Trump announced his new National Security Strategy.  This strategy is a significant and positive departure from those published by his predecessors.  Important elements of this strategy give hope to those of us who care deeply about protecting America’s most critical infrastructure – the Electric Grid.  First, the strategy admits vulnerability to this infrastructure by cyber, physical, and electromagnetic attack.  Admitting that you have a problem is the first step to fixing it.    Second, the strategy calls for defending our infrastructure against these types of attacks and, specifically, for strengthening our nation’s missile defense – a call to action that is long overdue. This is Tommy Waller with the Secure The Grid Minute.  Stonewalling is “The act of refusing communication, stalling, or evading, especially to avoid revealing embarrassing information and escape accountability.”  This is an apt description of the Federal Energy Regulatory Commission (FERC) in their treatment of a recent initiative of Energy Secretary Rick Perry to financially incentivize electric generators to build resilience in their operations, in this case rewarding coal and nuclear plants for keeping 90 days of fuel on site.   Secured on-site fuel storage is just one way to provide for grid resilience and ensure power production after a catastrophe, yet in the midst of the serious EMP threat to our grid from North Korea, FERC’s Commissioners – it seems – want to delay and discredit Secretary Perry’s directive.  Stonewalling = business as usual for the regulators of our electric grid. This is Tommy Waller with the Secure The Grid Minute.  Yesterday the North Korean’s proved that they can strike anywhere on earth with an Intercontinental Ballistic Missile, which – if nuclear armed and detonated at an altitude of 30Km or higher – would produce an electromagnetic pulse (EMP) that would devastate most modern technology within line of sight.  The Hermit Kingdom may soon conduct an EMP test over the Pacific Ocean which could catastrophically damage submarine communication cables that transmit 90% of international data for the world’s internet and precipitate a global economic recession. Detonated over any populated area – including the U.S. – it would take out the electric grid, causing catastrophic losses of life over time.  The Foundation for Resilient Societies has done a detailed analysis of the consequences of a North Korean atmospheric nuclear test.  This timely report will be made public tomorrow, 30 November. This is Tommy Waller with the Secure The Grid Minute.    As a Marine, today is a special day.  242 years ago, our Corps was born in a small tavern in Philadelphia Pennsylvania.  Since that time Marines have led the way in wars to defend Americans and our interests around the world.  For Marines, “First to Fight” is not just a slogan.  It’s a way of life that I embraced in Iraq and Afghanistan and still do, to this day, here at home.  Today, though, our Marines – and 99% of all U.S. Military bases – are completely dependent upon our nation’s civilian electric grid.   If that grid were to suffer a prolonged blackout – which is a very real prospect – these hardened warfighters would be in the same boat as the rest of our society:  without running water, with backed up sewer, and eventually without food or medical care.  Should we make sure military bases have secure and protected sources of electricity?
