Is it an officer involved shooting if you’re an officer but off duty? We ask Dr. Ken Harris, who joins us in studio, about the shooting in West Allis where an off-duty officer was attacked by a man following a fender bender. The off duty officer killed the other person. But he was off duty, and there was video. What statue was there on releasing the video that isn’t technically under the direct ownership of the police. However, the same standard has to be followed.
