KATE COLBERT
A former higher-education insider and current world-renowned marketing expert, Kate Colbert develops college-and-university brand stories that are meaningful to the prospective student and measurable on the institutional balance sheet. She has overseen brand and enrollment marketing, public relations, and alumni relations at two Chicago-area graduate schools. Kate has additional expertise in corporate education, university crisis management, and faculty relations. He currently serves as Senior Vice President, Lindenwood Global, at Lindenwood University and was formerly Chief Operating Officer at Claremont Lincoln University. Mr. Warren King has had many years of experience moving from information technology positions, to network engineer positions, to now cybersecurity. Mr. Todd Raines is a retired Air Force officer and adjunct professor for Capitol Technology University in the Aviation Cybersecurity Master’s Degree program and the Unmanned Aerial Systems Bachelor’s Degree program. He is also an Air Force civil servant at US Space Force, Pentagon, as the Chief of Global Force Management. Todd grew up in California and Arizona, and earned his Bachelor of Science degree from the US Air Force Academy in Astronautical Engineering. After a career flying fighter aircraft for the Air Force (F-4s, F-15s, and F-16s), he flew briefly for United Airlines. After the attacks of 9-11-2001, he was furloughed from United and changed his career direction to help stand up US Cyber Command, Fort Meade, Maryland. He served 12 years as an Air Force civil servant at the Command, most of them in the Directorate of Operations (J3). He has a Master's degree in Cybersecurity from National University in San Diego, CA. He is also an instructor of Cyber Adversary Methodologies for the National Cryptologic School, Fort Meade, Maryland. Todd lives in Edgewater, Maryland, with his wife, Lynn, and the youngest two of his six children. His hobby is watching his youngest son's football games with Lynn. Sarbari Gupta, PhD, CISSP, CISA | Chief Executive Officer for Electrosoft is responsible for establishing corporate strategy and vision, shaping corporate culture and cultivating business relationships to enable Electrosoft to thrive. Extensive background spans software development and professional services serving both public and private sectors. Has a broad base of knowledge and experience in the areas of cybersecurity, risk management, privacy and cryptographic solutions. Dr. Bradford Sims became Capitol Technology University's eighth president on June 1, 2017. An educator, administrator and construction project manager, Dr. Sims has extensive experience both in academia and industry.
Prior to his appointment as Capitol's president, Dr. Sims was Interim Chancellor and Chief Academic Officer at Embry-Riddle Aeronautical University’s Worldwide campus, based in Daytona Beach, FL. In his role as Chancellor, Dr. Sims had responsibility for administrative and fiscal oversight of a complex, global academic institution encompassing 130 locations worldwide and serving 22,000 students annually. As Chief Academic Officer, Dr. Sims held primary responsibility for the academic performance of the Worldwide campus. He led and managed academic affairs at the campus, spearheaded scholarly and research activities, and led the expansion of over 20 new degree programs.
Before moving to Embry-Riddle, Dr. Sims was dean and professor at Indiana State University. As dean of the College of Technology, he was responsible for oversight of degree programs, human and fiscal resources, strategic planning, external funding and faculty programs. He boosted enrollment at the College of Technology by 75% and increased the number of international students. He also raised alumni participation and built a social media presence for the college, establishing its first Facebook and LinkedIn pages.
From 2002 through 2009, Dr. Sims was professor and department head at Western Carolina University, where he founded the construction management program. Under his direction, the undergraduate degree program grew from zero to 400 majors over a five-year span, while an online master's program in the field was successfully established in collaboration with the College of Business. Dr. Sims first launched his academic career as an assistant professor at the University of Florida, serving also as a consultant in lean construction to industry.
Prior to transitioning to academia, Dr. Sims built a successful career in the industrial construction industry, He was a project controls supervisor for Cherne Contracting in California, a cost engineer for Badger Engineers, a subsidiary of Raytheon Engineering, in Massachusetts and started his career as a project controls engineer with the Westinghouse Savannah River Corporation in South Carolina.
Dr. Sims earned a Ph.D. in Curriculum and Instruction in 1999 from Purdue University, which is also his undergraduate alma mater; he received his B.S. in Building Construction Management there in 1990. He also holds a master's of science degree in Building Construction from the University of Florida. He is a member of the Sigma Lambda Chi International Construction Honor Society and the American Institute of Contractors, among many other honors and professional affiliations.

Mr. Dan Belcher is the Director of Strategic Partnerships for NCCER in Alachua, Florida. Dan’s experience assists him in his duties of informing and updating government, workforce, industry and education sponsors about NCCER and its activities. He also assists companies, schools, and governmental agencies in implementing workforce development activities to improve the construction industry and foster the growth of the craft professional. Dan also serves as the liaison between the NCCER and several organizations to include ACTE, SkillsUSA, ACCE, NTHS, Advance CTE, and various AGC and ABC committees. Dan’s former experience includes being the Career and Technical Education Consultant for the Education Service Center Region XI in Fort Worth. He also served as the Director for Career and Technical Education for the Fort Worth Independent School District. Before that he served the Fort Worth ISD in a variety of positions including Principal, Vice Principal and teacher.
Mr. Joe Billingsley is the Founder and Chairman of the Military Cyber Professionals Association. He leads and oversees strategic planning and global operations for a 501(c)(3) educational non-profit corporation and public charity that services US military and government personnel, veterans, and students. Ms. Marianne Meins the current Senior Vice President for Onclave Networks, Inc provides advice on a career in critical infrastructure protecting the the many facilities identified in the Department of Homeland Security's 16 critical infrastructure sectors.
