City of Arcata coordinated the clearing of a two-decade-old Homeless encampment — managing billing, directing a clean-up contractor, and continuing trespass enforcement across four properties — while the people being displaced were faced with navigating a local shelter system already at capacity, or simply relocating to a different greenbelt or open lot nearby. Redheaded Blackbelt reporter Ryan Hutson has the story.
