If the cops turned up, saw her flat tyres and were aware of the spikes but did nothing, then they're obviously NOT illegal. They WOULD be illegal on public property or anywhere the general public would reasonably expect to access, but since it's in HIS yard and nobody should be there but him and his family, he's entitled to have spikey edges if he wants.
