內政部砸下重金300億元租金補貼，並大開方便之門，租客向內政部申請不須房東同意，申請通過後，房東即具有公益出租人資格，申請的出租房不僅房屋稅、地價稅比照自用住宅享優惠稅率，每屋每月租金收入綜合所得稅免稅額1.5萬元，政府廣放利多，這次政策響應也相當熱烈。不過，看似租客及房東雙贏，日前卻傳出有租客申請租金補助，結果房東得知便漲租，連同其他房客的租金一併調漲，讓申請租金補助的房客被其他房客霸凌，讓房東房客陷入兩難。
