Whereas the "glass ceiling" refers to the last barriers a woman faces on the corporate ladder, the "sticky floor" refers to the first barriers that women and people color face when entering the workforce -- barriers that often keep them in low-paying, low-prestige, but highly necessary jobs. This special edition of "Policy Outsider" was recorded live at a forum hosted by the Rockefeller Institute of Government and the New York State Council on Women and Girls.
