Incredible episode. One of the best I've heard from any show.
There was an episode of Battlestar Galactica in season 3 called "The Woman King" about this very subject. Refugees from Gemini had religious objections to certain modern medicines (think antivax, except religious), and the doctor assigned to treat them systematically started poisoning them to make it look like an epidemic. Great episode. Fantastic series.
