In a direct challenge to the shifting power dynamics of college sports, the University of Louisville has emerged as a vocal critic of the "Power Two" hegemony established by the SEC and Big Ten. In early March 2026, Louisville leadership—including President Dr. Gerry Bradley and AD Josh Heird—published a provocative white paper calling for a radical overhaul of the current collegiate model.


 


 


Rebutting the "Super-Conference" Agenda


The pushback was triggered by a joint memo from the SEC and Big Ten that opposed federal intervention in media rights. Louisville officials publicly rebuked this stance, with Board Chairman Dr. Larry Benz labeling the SEC/Big Ten position a "sophisticated defense of the status quo" designed to benefit only those at the top. Louisville’s primary grievance is the widening revenue gap; while the SEC and Big Ten secure massive deals with networks like ESPN and FOX, schools like Louisville face mounting deficits—projected at $12.5 million for UofL—despite generating billions in regional economic impact.


 


 


Key Pillars of Louisville’s Reform Proposal


To counter the dominance of the Big Ten and SEC, Louisville proposed three "structural anchors" to stabilize the landscape:


Unified Media Rights: Louisville advocates for an amendment to the Sports Broadcasting Act of 1961 to allow all FBS schools to negotiate media rights as a single entity, similar to the NFL, rather than allowing the SEC and Big Ten to hoard the highest-value contracts.


 


 


Enforceable Spending Caps: To prevent a "spending arms race," the university suggested a hard salary cap model to ensure competitive balance and prevent "permanent dominance" by a handful of wealthy programs.


 


 


A National Governing Body: Critiquing the "disjointed governance" of the NCAA and individual conferences, they called for a congressionally chartered body with the power to enforce universal rules.


 


 


By positioning themselves as the voice of the "middle class" in college athletics, Louisville is attempting to leverage legislative support to stop ESPN and the Power Two from effectively gatekeeping the future of the College Football Playoff and national revenue distribution.
