Blair called Howard to congratulate him on his re-election, highlighting their close relationship. British diplomats saw a perfect window to call Howard as his cabinet weighed committing troops to a UN protection force in Iraq. Meanwhile, Howards defence minister told Blairs advisor that Howard was not keen on helping with a Nato shortfall in Afghanistan.
