Description
Coroner Finds Systemic Failures Led to Indigenous Teens Death in DetentionCleveland Dodd, an Indigenous teenager, died by suicide in a high-security adult prisons youth wing, Unit Eighteen. The coroner, Phil Urquhart, found long-standing failures in the justice system contributed to Clevelands tragic death. He highlighted Clevelands prolonged solitary confinement, lack of access to health services, education, and even running water. The coroner made fifteen adverse findings and nineteen recommendations, including exploring whether the Justice Department should manage youth justice solely. Despite these findings, Western Australias Corrective Services Minister rejected the call to close Unit Eighteen. Clevelands mother, Nadene Dodd, expressed her pain and belief that her son was a victim of institutional abuse and neglect.
