Of course, the timing is peculiar, with Democrat Tony Evers at the helm, and the way in which the GOP wants to get this bill passed — through a manipulatively worded constitutional amendment. We discuss why it's happening now — perhaps because Evers' used it to extend public school funding for 402 years — and how governors of the past — both Democrats and Republicans — have abused this power.
