Dissidents always existed, they represented person who opposes official policy, especially that of an authoritarian state, particularly in communist states.
Western society offered hand to all dissidents who spoke openly against communist regime and unfortunately communist countries didn't have much tools to respond that threat, however we can see that times are changed and that western societies and countries creating new generation of dissidents.
