Please explain how a judges can block policy changes. I.E. blocking terrorist ban. please explain why Republicans can't use the media to explain why the obama Dreamer act is not a law and why they don't try to make it a law please explain why monies allocated to the Millitay can't be reallocated to building a wall please explain how the basic idea of freedom to work with less regulation isn't being explained by every conservative

I have been listening to this podcast everyday. I was wondering if to ensure impeachment of the president is bipartisan to make a ruling that at least 20% of each party has to be for it in order for it to go through. So like in this case in the house there are 197 Republicans so they would need 39 Republican votes.
