1-  Enable two-factor authentication in Facebook ads account under the Accounts Quality to get your account active back.

2- Provide your identification to Facebook any of your ID proof.

3- Appeal your account in Accounts Quality and provide the reason for Restriction and give an explanation and requesting them to give back the access.

4- Follow up with a Facebook representative in Chat to know the status of your request.

If you follow these steps you will have better chances of your account being back to you. These are just the workaround to be done and will not assure that your account might be back or may not be based upon activities in your account.
