Y'all have to check out This American Life episode named the call. It's about a nurse who talks people through using with EMS on call and with the understanding that if she asked them to respond three times 911 is going to be called and they're going to have an improved chance of survival. interesting note she instructs unlock the door because if she has to call you never want to be on the hook for repairs with your landlord or worse yet evicted. she educates on other harm reduction.
