Ghost or cloned number plates, often altered with reflective sprays or cellophane, are enabling drivers to evade ANPR cameras, potentially one in fifteen vehicles. These plates, used for uninsured vehicles and serious crimes, can be easily altered with marker pens or leaves. The All-Party Parliamentary Group for Transport Safety recommends banning 3D and 4D plates, reducing licensed sellers, and implementing higher standards to combat this issue.
