Using a/an has nothing to do with the letter; it has everything to do with the sound. Letter and sound are not equal! We say "an hour" because of the short "o" sound at the beginning of that world. Most people say "a historic district" because of the way they pronounce the word "historic." There are a some people who pronounce "historic" with a silent "h," in which case the initial sound is a vowel sound, which qualifies it for the use of "an." Again, letter and sound are not equal. You cannot ascribe the use of a/an without first understanding the correct/common/regional pronunciation of the word in question.
