One of the recurring motifs in the opening chapters of Sefer Shemot is the hardening of Paroh's heart (http://alhatorah.org/Hardened_Hearts). The verses suggest that Hashem made Paroh intransigent, forcing him to refuse to free the Israelites. How, though, can this be reconciled with the assumption that everyone always has free will?
