WFB, starting from 1st, up to and including 3rd ed and 40k RT, were indeed supposed to be played with the use of a GM who would design and run scenarios.There were even scenario packs for purchase as well. Remember, this was back in the days when role-playing/D&D was super popular. Imho 1v1 games, without the use of a GM, became the norm because it was the easiest way GW found to demonstrate the game to new players who entered their shops. My friends & I have never stopped playing the OG way.
