In 1975, the U.S. Army Corps of Engineers warned Spokane Valley about the urgent need for a full sewage system and treatment plant due to over 80,000 septic tanks polluting the underground aquifer. The Regional Water Reclamation Facility was finally opened in 2011, addressing the health risk. Meanwhile, in 1925, the Washington Legislature funded a new civic auditorium in Spokane, and in 1941, Winston Churchill vowed Britain would never surrender to Hitler.
