The last 2 murders are on the police. They dropped the ball on the first case. As it appears, the first case was not thoroughly investigated. Had it been so, the cause of death would have prompted serious investigation that could have resulted in catching the killers.
"Was it an accident, suicide, or something else?" I'm betting on 'something else'.
