I appreciate how understanding she is of the mindset of Duterte's supporters. As tired as I am of hearing their excuses for every horrible thing he does, they are simply frustrated with the years of corruption the country experiences from all levels of the government, from every single president we've ever had, down to the clerks at government offices. Duterte was able to create a tangible change. Gov't offices started working faster. Traffic enforcers mostly stopped preying on drivers for bribes. Unfortunately, that's all his supporters are willing to see.
