Scott is one of a handful of Americans charged with 'causing a catastrophe' - he's currently serving life in prison, bearing the responsibility for the 'Great Flood of 1993'. The flood was an environmental disaster, costing $15 billion in damages to the city of Quincy, IL and the surrounding areas, though luckily no one was killed.
