This permit is being issued to allow Chemours to install equipment needed Chemour’s HFC-23 (trifluoromethane) reduction project. HFC-23 has a large Global Warming Potential. HFC-23 is not a Volatile Organic Compound (VOC), a Hazardous Air Pollutant (HAP), or a Toxic Air Contaminant (TAC). This permit will authorize the facility to install and operate equipment that has a potential to emit VOC emissions (chloroform) of 0.299 tons per year and total HAP emissions (chloroform, chlorine, hydrochloric acid (HCl), and hydrogen fluoride) of 0.779 tons per year. This new equipment is part of a larger project by Chemours to reduce HFC-23, a potent greenhouse gas, in order to comply with the American Innovation and Manufacturing (AIM) Act and U.S. EPA’s HFC-23 reduction rule. Chemours proposed HFC-23 reduction project is planned to reduce chloroform and HCl plantwide by replacing two existing chloroform storage tanks with one new pressurized tank and adding the new HCl stripping column to more effectively remove and capture HCl.
