The government in India makes, enforces, and changes laws without much scrutiny from its people. The elite tend to overlook the government's actions because they no longer expect the unexpected. On the other hand, less privileged groups seek immediate gains from the government instead of asking for lasting solutions. 

Nonetheless, neither side is fully satiated and seldom have time to think about how public policies affect their lives.
