The M23 has captured major towns in eastern Congo. Kinshasa accuses Rwanda of supporting the rebels, while Kigali accuses DRC of sheltering the armed FDLR, created by ethnic Hutus who massacred Tutsis during the 1994 Rwanda genocide.
