Why America CAN'T Use the Oil it Produces

Description
This might sound crazy, but the U.S. doesn't actually refine and use much of the oil it drills. It instead exports it to other countries. It then turns around and imports other oil from other countries to refine into gasoline and everything else.
But why? This one is fascinating
