A network comprised of committed coordinators from San Joaquin, Santa Clara, Riverside, Ventura, Los Angeles, San Bernardino, and San Diego Counties joined forces and resources to develop what became In The Starlight, a publication issued up to four times a year with the goal of providing the education field with a tool that could foster site and district level action. It was designed to be a professional reading that could be used in small groups, faculty meetings, District English Learner Advisory Committee (DELAC) and school English Learner Advisory Committee (ELAC) meetings, and wherever emphasis on the educational challenges of working with ELs would be the key topic. These materials are provided in both English and Spanish.

Los tres aspectos del dominio del idioma son importantes. All three aspects of language proficiency are important. However, while direct instructional strategies are effective in developing decoding skills, they are insufficient by themselves in promoting reading comprehension and academic language proficiency. A combination of extensive reading and comprehension-focused instruction is required for optimal development of reading comprehension.
